An audit of non-competitive Air Force IT acquisitions, conducted by the Department of Defense Inspector General, found significant flaws in a some of them.

The audit examined a sample comprising 58 contracts issued without full and open competition. Air Force contracting personnel properly justified the use of closed competitions for all 58 contracts, and also used “a valid statutory requirement when awarding 38 of the 58 contracts with a value (including options) of about $73.6 million.”

However, “some contract files did not contain documentation required by the Federal Acquisition Regulation (FAR) for noncompetitive awards,” the IG found.

“Air Force contracting personnel stated they did not meet the FAR requirements because of a lack of training,” according to the IG. “As a result, for each of the proposed contract actions not properly synopsized, contracting personnel potentially excluded sources.”

Auditors recommended better training for Air Force contracting personnel.
