The cornerstone of this issue is my interview with Gary Martin, the new program executive officer for Army PEO Command Control Communications-Tactical (PEO C3T). Newly installed as the PEO in June, Martin is tasked with the fielding of major programs of record that have been under development for years and are now poised to enter the force in a big way in 2016, including WIN-T Increment 2, and Rifleman and Manpack radios.
